Why do I have this suspicion that she might have been "in on it"? The perp knows the gun is on the floor, and in what area. She bends down towards that area and then runs away and the perp allows that to happen? Letting a person re-arm themselves and then leave the scene?

Something seems to have an odor about it.

I don't know what you expect, she's probably making about $7 an hour and hasn't had any training beyond her state-mandated "qualification" - if there was one at all.

Having said that - with proper training, I think she could have taken him.
