Cause pipe tobacco comes in a sandwich baggy and you use your exacto knife to seperate the tobacco beaners?

I dunno. Apparently, I have less experience (read NONE) with either tobacco or other less than legal combustibles than other people on the internet

No but you do need something to scrape out the bowl and unclog the mouthpiece. Depending on the tobacco, it can leave behind a resin. Also, some tobacco does come packaged in similar plastic bags...not quite sandwich bags, but similar.

I smoke pipes (along with fine cigars) and I have a rather extensive pipe collection. No one in their right mind is going to scrape a pipe bowl with an exacto knife. And while I have not been to all the corners of the earth, I've not encountered pipe tobacco sorted in sandwich bags yet. I have, however, seen pretty similar scenes to those posted here - including firearms present - and it's always been an unfavorable outcome for the owner.
I still think DeanC had the best intuition and advice.

I don't know what the exacto knife's involvement is, but I did smoke pipe for most of the 8 years that I had a tobacco habit. I frequently bought in bulk and put what I intended to carry in a sandwich baggy. I guess I coulda used something fancier, but I sure wasn't gonna carry
a 12 oz can in my pocket.
