Even though I have no conceiveable use for one, every once in awhile I find myself looking for something in a sealed tube CO2, in about the 150 watt range on ebay...

It would be very hard on the eyes.

As far as burning skin, the industrial lasers I worked with were not considered exceptionally dangerous (except to eyes). An unfocused (colliminated) beam wasn't as intense as a focused beam but would maintain its intensity over fairly long distances. A focused beam would have a very intense beam at its focal point (classic hour glass shape) but beyond the focal point would dissipate very rapidly. These types of laser are coliminated.

Flesh is full of water, so a burn would generate steam and smoke that would obscure the laser beam, so burning a hole through someone would be difficult (even if they cooperated by standing still :D ) Laser cuts are also automatically cauterized and sterilized!

My guess about the 300mw green laser is that if you could possibly give the person a light burn on bare skin, or if you could get them to stand still long enough, burn a hole in their leisure suit.

You can barely feel it.

It can pop balloons (especially red or black ones that are almost overinflated) quite nicely.
