624.74 Metal-penetrating bullets

Can a person produce their own metal penetrating bullets? MN doesn't bar you from carrying them for self-defense...

private citizens can own AP ammo, but you Federal regs (page 51 in green book) 178.37 that makers can only make for the gov't, export, and for special projects authorized by the Director (ATF).

i would just find some old AP ammo that came in before importation was stopped. you can still find some Geco and other stuff. i passed on some Izzy 9mm ap ammo as it was $1 per round back then.

winchester used to make AP type ammo for cops to shoot through car doors and such. i think i have a couple .38 rounds of this stuff. the bullet has ponted tip, not like the normal FMJ rounded tip. it was supposed to be AP, but i don't think it worked much. even so, it wouldn't do much to a perpetrator.

I have yet to run into a standard car-door that would qualify as "cover" instead of "concealment" against even a standard-pressure 9mm round out of a compact sized gun.........

Subd. 3. Use or possession in commission of a crime.
Any person who uses or possesses a metal-penetrating bullet
during the commission of a crime is guilty of a felony and may
be sentenced to imprisonment for not more than three years or to
payment of a fine of not more than $5,000, or both. Any
imprisonment sentence imposed under this subdivision shall run
consecutively to any sentence imposed for the other crime.

It appears it is only illegal to posses if you are commiting a crime :?:

I'm not entirely sure I would want to try to mount a defense from a shooting where you were carrying AP ammo.
