The first question has no straight answer. I'll combine that with the last question.
No, a landlord cannot post. Not that it stops MOA from doing so...but you'll notice that the anchor stores are not posted.
In many cases, there would be a directive from corporate office. In larger companies, that means an out-of-state decision has been made. Crappy. For small stores, it should be the owner.
As for the print / size / etc., the quick answer is yes, there is a legal standard for the signs...but as others have said, it makes no difference. You can be asked to leave regardless, and right now the signs carry no effect except to let us know that we are entering a pro-criminal environment. Let's keep it that way.
