Question: I have a friend whose mother is holding a pistol for him in her home in Arizona. In order for her to ship him his own firearm to his residence in Minnesota, does she/he need to utilize the services of a FFL? Can anyone quote regulations regarding this? Thanks.

It's not that simple. The laws about interstate transfer of handguns are byzantine, arbitrary and inscrutable.

If it's his gun, he should have shipped it to himself. That, at least, is 100% legal. I don't know what happens when a 3rd party gets involved. Like Andrew said... "byzantine, arbitrary and inscrutable".
