Not generally. Utah doesn't. A couple, like NH, do.

Just a minor correction, New Hampshire changed that a few years ago. They use to require the applicant to have a permit from their home state, but now a permit issued from another state is acceptable.

Here is the cut and paste from the New Hampshire application.
