I had a Canadian ask me yesterday if he could get a Minnesota Carry permit. This gentleman does not have dual citzenship. Accoding to 624.714 Subd. 2 he meets the definition of a nonresident as it is defined in 171.01 subd. 42 (Anyone who is not a state resident). Any thoughts? Thanks, Hank.

If he's a permanent legal US resident -- "Green Card"-- he can; if he isn't, he can't.
