Hmmm, I'm reading this as "arrest the guy who escalated the situation, disengaged, got his gun, came back, and introduced a weapon into the fight".

Not disagreeing that PDs may have the policy, but I'm not sure (based on the provided link) that this guy was all that innocent in this one.

Granted, it's via the media, so a tub of grains of salt is necessary.

ETA - The beatdown by a group could certainly qualify for disparity of force. My question is whether it went physical due to escalation by the gun owner and his brother, in which case, no reluctant participant status.

Keep in mind that this is the Mankato Free Press.
They are famous for getting things wrong and sometimes it almost seems like they make up stuff.

Yep.

Seems to me it all turns on what was going on after he left.

Was his brother still being assaulted? If so, returning with the gun would have been justified. That seems to be the critical issue, and naturally the Free Press ignores it entirely.
