Sorry if this has been addressed somewhere else in the forum, I did a search and nothing turned up.

I recently tried to purchase a FNP-40 at a local sporting goods store. Because I am not a U.S. Citizen, I have to provide 90 days of proof of residency at my listed address even though it is a misdemeanor for me not to update my carry permit. According to the Federal Firearms Regulations Reference guide, I can provide any documentation such as paystub, credit card bill, etc as long as my address is listed on said items. I even verified this with the St Paul BATF field office. EVERY place that I called, refuses to sell, with out 3 months of Utility bills, because that is what is given as an example on the BATF form 4473, and every investigating ATF officer has required. I know we are dealing with the government, but come on, can't we sing the same song? How does a person that lives here legally with a green card and a permit to carry, get a firearm legally if they live in an apartment that provides their utilities? Without moving? The really funny part.... if I had non-immigrant status, all I would need is a valid hunting licence, which I have one of those too!
So as of right now, I can legally live here, legally carry, legally hunt and fish, I just can't purchase a firearm to do it with! (Well, I guess I wouldn't really fish with a firearm, but some of those muskie are BIG!!!)

I'm in the same boat, I just use copies of my Cell phone bills, so far no one has refused to sell to me.

They specifically told me "we can not accept a cell phone bill, it has to be a utility that is hard lined to the house, water, cable, electric, gas."

Can't you just use your rent reciepts with a note from your landlord saying utilities are covered in the rent? Or your lease agreement where it states that utilities are covered?

Don't know why that wouldn't work.

They don't know who your landlord is, might be a family member. Receipts could be false for all they know. They want proof from a source that they know

All they have to do is make a good faith attempt. If you forge the rent reciepts and/or the lease, then you have broken the law not them. Besides that, how hard would it be to look up the realty company and call them. That information should be on the lease.
