Post subject:  Handgun while bowhunting

I've seen the DNR regs regarding handguns while bowhunting:

Quote:
A person may not carry a handgun while bowhunting except a person may take bear by archery while in possession of a firearm.

but doesn't this contradict the exclusivity portion of 625.714?

Subd. 23. <B>Exclusivity.</b> This section sets forth the complete and exclusive criteria and procedures for the issuance of permits to carry and establishes their nature and scope. No sheriff, police chief, governmental unit, government official, government employee, or other person or body acting under color of law or governmental authority may change, modify, or supplement these criteria or procedures, <I><B>or limit the exercise of a permit to carry</i></b>.

Or is this one of those questions of "how much justice can you afford"?

Post subject:  Carrying while bowhunting deer

...this has been a thorn in my side for years. I am certainly in no position to financially challenge the rule - so where do you start to get it worked so that a person can carry while bow hunting deer? If this fight has already been fought and I'm getting to the table too late then I apologize in advance.

No. The exclusivity clause does not override other acts of the legislature. If it did, then we could carry in jails, prisons, state hospitals and schools.
