So does that mean in cities that ban the discharge of a firearm within 500' feet of a building (without written permission) I can transport an uncased firearm until I get with 500' of an occupied building?

I don't think so. I don't know anything, but I think that qualifies as regulation, not prohibition.

This bill has been removed from the agenda for hearing on Monday, Feb. 16.
