I'd guess the lake I duck hunt on would be outside of city limits, but I'm not sure. To be safe I'd have to case it.
With the city exemption, I'd say it is close to worthless.
The city exemption is only for cities that have banned discharging a firearm.

So does that mean in cities that ban the discharge of a firearm within 500' feet of a building (without written permission) I can transport an uncased firearm until I get with 500' of an occupied building?

I don't think so. I don't know anything, but I think that qualifies as regulation, not prohibition.
