Hearing Postponed Indefinitely for Minnesota Gun Registration Bill

Thursday, March 05, 2009

Due to Overwhelming Member Opposition, Committee Pulls HF 953 from Calendar

Late last night, House File 953, introduced by State Representative Michael Paymar (DFL-64B), was removed from the schedule of the House Crime Victims/Criminal Records Division Committee. Though the bill will not be heard on Friday, it is not dead, as another committee could bring it up in the future.

This bill was designed to not only regulate the sale of firearms at gun shows, but to regulate the sale of firearms between law-abiding persons, all across Minnesota. As a whole, HF 953 will only affect law-abiding gun owners, and in no way keeps guns out of the hands of criminals.

A particularly troublesome provision in HF 953 creates a de facto registration system by requiring records of all transfers to be maintained by the state. These records would be made available to all authorities, including for use in “civil” cases, which are often brought by anti-gun government officials and are designed to damage or interfere with lawful commerce in firearms.

HF 953 is a direct attack on Minnesota’s gun rights. It also removes the carry permit holders’ exemption from the purchase permit requirement for all handgun or semi-automatic rifle purchases, not just those completed at gun shows, and increases the waiting period from five to seven days.

Thank you to all of those who contacted the members of the House Crime Victims/Criminal Records Committee and urged them to oppose HF 953. Until the bill is officially dead, please continue to check your email and www.nraila.org for future updates.

Nice work everyone!

I'm pleased to see this also.

I wonder what they mean by "member" opposition? Members of the Leg, or NRA members?

The lege. Paymar apparently didn't tell some of his buddies that this was a backdoor gun registration bill.

It should be pointed out that the NRA is on top of this, and has the right talking points, because the president of GOCRA, Professor Joseph Olson (Kimberman) kept on top of it and kept the NRA up to speed.

We can do great things when we cooperate.

A big thank you for taking the time to contact me regarding your concerns with and opposition to Rep. Paymar's HF 953. As you know, this bill is an attempt to chip away at our 2nd Amendment Rights.

The committee hearing where this bill was to be considered was canceled, and I'm convinced it was because of the outpouring of opposition to the bill. As a strong supporter of the 2nd Amendment, a NRA member myself, and a legislator with an "A" rating from the NRA, I am with you on this issue.

As you know, despite this initial victory there is a need to be ever vigilant in order to continue to protect our rights. I would not be surprised if Rep. Paymar or his allies in the legislature try to bring this bill back as an amendment to another bill or bring forward other bills that would erode our 2nd Amendment rights. Please know that I will continue to keep on top of these issues throughout the legislative session.

Again, thanks for taking the time to contact me. I sincerely appreciate it. I hope you will consider clicking the link below and signing up for my occasional legislative email updates.

Warmest regards,

Paul

This has got to be frustrating for Heather and company. In the most favorable legislative environment they've seen in two decades, they can't even get a hearing on their stealth gun registration bill.

Gotta love it.

The more I think about it, the more evidence I find that many of the more moderate DFL'ers (and the ones that just barely got elected) in the lege have realized that voting for something like this would probably result in a quick trip home after a loss in the next election.....at least I hope this to be true.

Pretty much as to be expected. Dibble's a real disappointment.

Not at all. It's a "companion bill." Same language, introduced in the other house. A very common practice, with some legislative advantages, I'm told, and I'd find it unexceptionable, except for the content.
