LEWISTON, Minn. — The Lewiston City Council will discuss how to discipline its police chief after attorneys failed to reach resignation agreements.

The council did not have a proposal planned for Wednesday’s regular meeting, said City Administrator Barb Hampel, but members will reach a decision at the 7 p.m. meeting.

Police Chief Mark Dungy faces punishment for six alleged infractions dating from Aug. 22 to Nov. 14, including improper behavior at two council meetings, making false accusations against other city employees, failing to notify the proper channels for police scheduling and unauthorized use of a squad car.

Are any of those crimes?

Great use of tax money right? Let's force someone to resign, but actually negotiate the terms of the resignation... Just fire him. "Here's our terms of your resignation: Quit or be fired!" Wow, it was just that easy.

The City Council will be so afraid the cop will sue for wrongful termination, they'll keep him on. And, eventually when they get sued by a citizen because of HIS conduct, they'll blame the lawyers......

Nobody blame the employees union, if you do, you'll get unelected.

Depends on the impartiality of the record keeper. Reading the Minutes, it appears there's a big respect gap and some unprofessional behavior. But what made it into the minutes and what inflection was it given?

I'd like to see Exhibits C and D referenced here: http://www.lewistonmn.org/councilminutes/071114.pdf

Reading the minutes form the meetings in the time period, it appears to me to be an accountability issue.

How did the new car get 1200 miles on it before it had all equipment and went operational? Chief says two round trips to T.C. accounted for 1000 miles. [Note, Google maps says it's 125 miles from Lewiston to Mpls. 2 round trips should thus be closer to 500, not 1200 miles] The mayer called the chief on this saying he drives it all the time and it's NO WAY 500 miles round trip.

Council member asks for Chief's personnel records.

Later there's a request for police logs from 09/05. Later meeting mentions Council member saw a van outside city hall flash lights in police station window and then two people enter. Asks why it was not in the log.

It goes a bit down hill from there.

Sounds like someone is trying to exert oversight and supervision on the PD and the chief is not happy. There are only two officers, the Chief and one other, and the other officer promised to resign if the Chief is fired. I'll bet it's hard for Lewiston to get qualified applicants interested in the first place....
