On-Duty Officer Charged With Attempted Sex Crimes
(WCCO) A Stillwater police officer was charged with attempted inappropriate sexual conduct while he was on duty.

According to the Dakota County Attorney, a 46-year-old woman reported that officer Scott Geving, 49, had made unwanted sexual advances towards her when she was working at a Stillwater motel on Aug. 20.

The woman reported that Geving had showed up to the motel around 1:45 a.m. and told her that he was there to do a "walk through."

According to the Dakota County Attorney, she accompanied him through the hallways, and at one point, he walked up behind her, started rubbing her back and offered to "relieve that stress."

The woman told the officer, "No, thank you." and told him that he needed to go back to work.

Then the woman went to clean up the breakfast area and Geving asked if he could come with. She told him again that he should return back to work. The woman then said that Geving pulled her towards him by the hand and kissed her on the mouth.

When they returned to the lobby, Geving asked where the bathroom was. When she was showing him, he pushed her against a washing machine in the laundry room, grabbed her hand and put her hand on his "privates."

The woman said she pulled her hand away and returned to the desk area and that Geving left saying that he got off at 3 a.m. and would return later.

He returned at 3:30 a.m. in street clothes and started whispering things to her at the front desk and asked what the price of a room was. The woman told him that he needed to go home, at which time he left the motel.

Geving faces one felony and three other gross misdemeanors stemming from the incident.

He is expected to make his first court appearance in Washington County District Court within the next 30 days.

This is "attempted" inappropriate sexual misconduct? Sounds sexual, inappropriate and like misconduct to me! And it looks like he completed several inappropriate acts.

Why is a Dakota County investigator looking into a cops criminal behavior in Washington County?

Anyway, I would expect this of a cop from the Apple Valley/Rosemount/Farmington triangle, but I'm not too familiar with the bad cops from points north...

It's common -- and good -- practice for incidents involving police officers to be investigated by other agencies to avoid any appearance of bias or impropriety.

Except the Minneapolis PD. They say they are perfectly capable of objectively investigating their own. Evidence suggests otherwise.

More charges filed against Stillwater officer: Scott Geving, 50, faces claims of criminal sexual conduct, (sic) harrassment

Already awaiting trial on sexual assault charges, a Stillwater police officer now faces additional counts of sexual misconduct and harassment.

Scott Geving, 50, of Marine on St. Croix, allegedly let a woman off on a DWI arrest and later propositioned her for sex. He is also accused of stalking the woman while on duty in 2006.

A 10-year veteran of the Stillwater Police Department, Geving has been charged with two counts of fifth-degree criminal sexual conduct and two counts of harassment.

The latest allegations come nearly eight months after similar charges were filed last year. Geving was charged with fourth- and fifth-degree attempted criminal sexual conduct and two counts of misconduct of a public officer after he allegedly made unwanted sexual contact with a woman in a Stillwater motel in August 2008.

According to the most recent criminal complaint:

Geving pulled over a woman on suspicion of drinking and driving in August 2006 but did not arrest her after she failed a preliminary breath test. Instead, he offered to park her car and gave her a ride home.

A few weeks later, Geving and the woman began talking at a Stillwater bed and breakfast where they both worked. (It was an off-duty job for Geving.)

A short time later the woman began seeing Geving sitting in his squad car outside her home. The first time she noticed him she went outside to chat with him, when he asked if she remembered the incident in which he let her go.

The pattern of Geving sitting outside her house in his squad car continued for several weeks and progressed to him calling her home and cell phone.

At one time, Geving, in full uniform, knocked on the woman's door. The woman, wearing pajamas and cooking dinner at time, said she wasn't up for company, to which Geving responded: "Oh, that's OK. I think you look gorgeous."

He then allegedly pulled her close to him, kissed her then put her hands on his crotch and made explicit comments about how he wanted to have sex with her. Geving also allegedly put his hand down her shirt.

The woman told Geving to leave, and he did, after saying he would call her later.

The woman told police she never consented to any of Geving's sexual advancements and she "was really scared of him."

After several more occasions in which he would sit outside her house in his squad car and then knock on her door, she told Geving her boyfriend was moving in with her and he had to stop coming to her house.

She did not see the officer for five more months, though he stopped by one final time, not in uniform, asking what she was doing after he got off work.

After reading newspapers reports of the previous incident, the woman called police about her interactions with Geving.

To avoid any conflict of interest, the cases are being prosecuted by the Dakota County Attorney's Office.

He is scheduled to appear in Dakota County Court at 1:30 p.m. on May 29 for a pre-trial conference on last year's charges and will be arranged on the latest charges the same day.

Geving has remained on paid administrative leave since last fall. His defense attorney, Earl Grey, had no comment. Attempts to contact Geving were unsuccessful as his phone number is unlisted.

Stillwater Police Chief John Gannaway said it would be in appropriate for him to comment on the case.

"We have 20 other officers that do great work for the city of Stillwater," Gannaway said. "It is the first time I have dealt with something like this since I have been here."

Man, if I lived there, I'd be LIVID. Paying this cop to sit at home, after having (supposedly) sexually assaulted someone? (Based on the level of evidence, is how they should make the judgment on paid leave, or put a cap on it - say a few weeks while the investigation is done.)

The PD and city probably had no choice. Most likely the paid leave is dictated by the PD's union contract (assuming they are unionized - if not, the city council should have stopped the paid leave long ago).

FURTHER UPDATE:

Quote:
Stillwater police officer resigns amidst accusations

Stillwater police officer Scott Geving resigned Monday, after criminal charges of harrassment, stalking and fifth degree sexual conduct were filed against him.

Geving has been on paid leave since last August.

Geving is charged with two separate cases of criminal sexual misconduct.

Monday 5 EYEWITNESS NEWS learned police have expanded their investigation after two more alleged victims came forward.

Geving's is currently awaiting trial for allegations of making unwanted sexual advances towards two women..

His resignation comes after months of negotiations with city officials. He will be paid through June and get benefits through July. In all, Geving will have received $71,000 in pay and benefit to stay at home for ten months.

"He could stretch it out for another two years while he waits for his day in court, all at the taxpayers expense," said Stillwater Mayor Ken Haryck.

Some residents still question why the city cut a deal.

"If he's not working he should not be getting paid," said Stillwater resident Josh Conroy.

"I know people who work 9 a.m. until 9p.m. and don't get paid $30,000 year," said resident Liz Eckberg.

The mayor says since Geving hasn't been convicted they're required to pay anyone placed on leave. He says a settlement brings to a close an ugly chapter in the department's history.

"It's not fair to judge the entire group based on the actions of one individual. So I think there's some relief to kind of close this chapter out," said Haryck.

Gevings resignation also means the internal investigation into these alleged crimes, which was completed last week, will remain sealed.

It's too bad for Scott Geving, he should have been represented by the law firm that represented Landen Beard. In the end his victims could have been the ones being procecuted. :!:
