Andy Luger:
"conduct that was appaling and outrageous..."
"Egregious misconduct took place at the strike force."
"We made it clear to [Campion] that our work would be independent."
"... others, perhaps about 10 or so, lost their way and engaged in conduct that would never be tolerated at their home agencies."
"Because of the dismal recordkeeping of the strike force, .... there are many items that should be in the evidence room, that are simply missing."
"we cannot overstate how poorly documented the strike force's operations were"
The balance of Luger's remarks were taken verbatim from his report.

Mia Moua: Do we have any accounting for the guns and narcotics unaccounted for Luger: We were able to account for many but not all of the weapons and much though not all of the narcotics [...] there is still material we cannot account for

so many files were missing so much information about informants that it would be difficult to take those files to prosecution

Luger: Someone such as the BCA should coordinate information on gangs, investigations and prosecutions.

Rep Kohls: Clearly there are problems and those problems need to be dealt with. [...] Given your experience, how do you recommend that we as the State of MN go forward and deal with these criminal enterprises that are multijurisdictional?
Luger: 1) a model based more on cooperation than on establishing a multi-jurisdictional agency[...] Sharing of information [...] from that place coordinate prosecutions [...] used across the country and it works 2) smaller versions of what was done here. Can have a MJSF that is housed at a specific agency that will not have the issues present here Cited Henn Co coordination with prosecutors as example 3) Something literally housed at a state-wide agency. cited the BCA.

Luger: If a criminal prosecutor had been on-site, the saturation patrols would never have occurred.
