Luger: We were able to account for many but not all of the weapons and much though not all of the narcotics [...] there is still material we cannot account for

so many files were missing so much information about informants that it would be difficult to take those files to prosecution

Given your experience, how do you recommend that we as the State of MN go forward and deal with these criminal enterprises that are multijurisdictional?

Luger:
1) a model based more on cooperation than on establishing a multi-jurisdictional agency[...] Sharing of information [...] from that place coordinate prosecutions [...] used across the country and it works
2) smaller versions of what was done here. Can have a MJSF that is housed at a specific agency that will not have the issues present here
