Not many details on this. It doesn't look too good that the police need to sneak up behind this short bald guy while he was talking on the phone and tackle him and throw him to the ground.
Maybe he has a history of running or fighting. It does take them a little bit to get him under control. But it looks fishy in the limited context of the tape.

How is the guy supposed to know it's the police jumping him?

The police were just detaining him while target management decided what they wanted to do.

Are you kidding? The violation is clear as day in the video. Short Bald Guy is guilty of Ocular Assault with Dreadful Fashion Ensemble. It's a crime of fashion.

.The way the second officer ran up to the scene I would guess that the short guy was well know to the officers. Possibly had outstanding warrants.

I love how the black guy on the upper left side of the screen just keeps going about his business like there's nothing going on behind him (other than the perfunctory glances over his shoulder) and the girl behind the counter keeps helping him.

So what is the back story on this video. Is the guy a perp, someone that Target does not want around or what?
Binky... They were both condition white and had their minds in neutral. The bubble for both of them is, "It is not happening and everything is OK! I'm going to complete the transaction."
