Not many details on this. It doesn't look too good that the police need to sneak up behind this short bald guy while he was talking on the phone and tackle him and throw him to the ground.

Maybe he has a history of running or fighting. It does take them a little bit to get him under control. But it looks fishy in the limited context of the tape.

.The way the second officer ran up to the scene I would guess that the short guy was well know to the officers. Possibly had outstanding warrants.

I love how the black guy on the upper left side of the screen just keeps going about his business like there's nothing going on behind him (other than the perfunctory glances over his shoulder) and the girl behind the counter keeps helping him.

So what is the back story on this video. Is the guy a perp, someone that Target does not want around or what?
