I just called Sherburne County to notify them that I moved to Anoka County and they gave me the run-around that I need to come in to fill out the forms and pay my $10. I told her the statute said I needed to notify them but changing my card is optional. She told me the card was property of Sherburne County and that I HAVE to come in and change it. Any recommendations other than jumping through their hoops? I was going to get my card updated anyways but it would be nice if they abided by the law like they expect us to

Send them a certified letter notifying them of the address change and then ignore them?

I want the card to have my current address so I have to go there to deal with it anyways but I don't like how they're demanding that I go above what I am actually required to do. I don't want them to continue to do this to other folks, assuming they're doing it out of ignorance.
Is there anything to what they're saying about the card being Sherburne County's property? How do I respond to that? I knew that the statute said I didn't HAVE to go change my card but when she started to say the card was their property I wasn't sure what the correct response was.

Well yesterday I went to the Sherburne County Sherriff's Office to update my permit to my new address and it was pretty uneventful. I think the lady I dealt with was ok and it was another lady that was misinformed on the phone. I didn't get much of a chance to inform them that I had an option whether or not to update my card, because I wanted that anyways, and they didn't try to keep my old card like it sounded like they might. So it went well for me but I hope that no one in the future has to fight the fight that I was able to avoid.

They are also doing this in Saint Louis County: link

I got my new card today, on day 22 after going in to change my address. It is not signed in the 'issuing sheriff' field. Is my permit legitimate?
This shouldn't be this hard.

No, it shouldn't, but don't worry about it; it's, as a very wise man once said, an "intangible right" -- the card is just evidence of it.
