All stale towel boy jokes aside, 13 days seems on par with Ramsey Co's turnaround time. They waste taxpayers money with unjustified denials from what I've read here, but they don't waste your time if they decide to issue to you.
And No, I do not work for/relate to/support Bob Fletcher.
