You can buy plastic bullets that are fired with a primer only, and they will take a lot of beating and reloading. You can shoot in your basement with these all you want.

Had a bunch of those for a .38/.357 that I got on a package deal when I bought out a guys reloading stuff, red plastic cases but I don't remember the color of the bullets. Man I wish I would have not sold them at a gun show, be nice to have to plink around the house with, target practice from the Lazy Boy. 8)

from a revolver, the wax bullets are nice. I wonder if it counts as discharging a firearm if it's primer only and no propellant? Also, the wax ones don't even FEEL like real cartridges (no exposed tips, just a wax plug in the case) so it'd be even harder to inadvertently get a live round mixed in.

I have a partial box of these that a friend gave me 15 years ago when he sold his .357. I haven't used them because I thought it might gum up the barrel. Do you need to do any special cleaning after you have used them?
The ones I have are a blue wax bullet that sits in a semi-standard case but is fired with a shotgun primer.
I looked in the bottom of the gun cabinet last night just to be sure I still had them. Hmmm, if I haven't used them maybe I should be thinking of a trade...
I'll take a count of what I have and post them.

My wax bullets are the ones I loaded myself for my Nagant revolver. I used candle wax, which is really paraffin. I haven't seen any huge amounts of gunk in the barrel, but even if it does gum up, it would be softer than anything else. Also, there are two good ways to get rid of wax. You could either melt it out with some boiling water, or you could stick your gun in the freezer for a bit, which would make wax brittle. Neither one of those should harm the gun.

Here is what I have used (38 Special).

They will punch a hole in a cardboard target at 5 yards. They can be reused many times. It does help to enlarge the primer holes as they recommend. Just keep the brass seperate. (Another reason to join the Church of the Appropriate Revolver.) I have shot them in the house. (Lead free primers.)

I also found these (haven't used them):
