Bad news. I asked the state and the guy at DHS licensing told me that it was in fact a rule DHS has for daycare centers -- they cannot release "private" information like WHO BIT YOUR KID.

I'm just staggered at this ridiculous rule and am composing letters to my representatives.

Yup. I went through this some years ago, when another kid bit my kid in daycare, and, again, repeatedly, when my kid turned into the daycare center shark.
