SAN FRANCISCO (Reuters) - California will not pay state tax refunds for individuals and business that overpaid 2008 taxes, in order to conserve dwindling cash for priority payments including school spending and debt repayment required by state law, the state's controller office said on Friday.

California's budget gap is projected to top $40 billion over its current and next fiscal year.


State Controller John Chiang said on FOX News this evening that in March the state will start sending out IOU’s instead of tax refunds! :shock:

When will Californians learn?!? Don't vote for these liberals!

Which is the same thing as printing their own money and is wildly unconstitutional, but why should that stop them?

The problem is that a state cant print money, just the feds... IOUs are just as good though!

I wonder if the Cali DMV or County assessors offices will accept the IOU's for tabs or property tax payments.

An IOU is essentially a promise to pay you money later on.

Cause the government always fulfills their promises right??

Penn State Railroad Bonds were rated AAA on the day they defaulted.
