Well, it can be. I'm pretty sure that our local example has worked very, very badly, though.

:) Even if the lege adopts my suggested change -- that all forfeit money goes to the state treasury -- it still won't stop the financial incentive for the state, or the money making.

Note how few "grow" houses have been forfeited since it became a money loser for the state?
